The budget for 2027 was announced on the 06/10/2026. Some items that link to the construction industry and built environment are as follows:
Building
- The government has declared it is spending €275.4 billion on infrastructure over the next 10 years, with €102.4 billion planned for the next 5 years.
- This is the biggest capital investment plan in the history of the State. This investment is committed to helping deliver new homes, childcare, and investment in children’s disability services and healthcare.
- Due to issues like lengthy development timelines, rising construction costs and the complexity in planning and delivery, the construction industry in Ireland has been falling behind. These issues have been identified and addressed in the Accelerating Infrastructure Report and Action Plan published in December 2025 which uses a targeted 30 step action plan to combat these barriers in achieving housing, energy, climate, and competitiveness goals.
- Transport is also a major item in the budget with €5.5 billion going to the Department of Transport, with the continued investment in DART+, BusConnects and rural transport infrastructure and the Metrolink project commencing.
- The €6bn on the Metrolink project will span from 2027-2030.
The significant investment in new and current transport infrastructure and housing may create a supply and demand for jobs in the construction and engineering industries over the next few years.
Housing
Some of the key items surrounding housing are:
- €3 billion has been allocated to support social housing delivery in 2027, including funding for 11,250 new social homes.
- Over €1 billion for the Starter Homes programme will help deliver 8,500 homes through affordability schemes
- Help to Buy Initiative subsidy was €30,000, and it has now increased, to €35,000.
- The new Derelict Property Tax could also help return vacant/unused property to productive use.
- There will also be continued investment in infrastructure like the Housing Infrastructure Investment Fund.
- In addition, retrofitting of 3,625 local authority homes and continuing the regeneration and refurbishment programme has also been committed.
These developments could create more demand for site managers, quality surveyors, and project managers. However, this would depend on the local authority and on the planning authorities and on the cost and the variability.
Water and Wastewater
- Uisce Eireann will be given €2.3bn. This funding supports 400 projects including The Eastern and Midlands Region Water Supply Project, The Greater Dublin Drainage Scheme Treatment plant upgrades in Limerick and Waterford.
There could be a significant number of people needed for these projects.
Education
- There will be a €445 million investment into apprenticeships, supporting pathways into careers and helping deliver our housing, infrastructure, and economic ambitions.
- Permanent €150 reduction in the student contribution fee for every eligible student.
- 4.5% increase in SUSI maintenance grants, helping with day‑to‑day college costs.
- Up to 54,000 students may benefit from these changes from January 2027.
This investment in students is an investment into the future, into fostering knowledge, new practices and in future of our construction leaders and workers in Ireland.
Climate
- €170 million is allocated to climate action and the environment.
- Enhanced retrofit and solar panels that will support the efficiency of homes.
- SEAI Residential/Community Retrofit schemes including increased provision through the allocations of Carbon Tax revenues.
- Public Sector energy efficiency retrofit programme.
- Grants for solar, attic and cavity insulation for certain Department of Social Protection recipients.
- Fossil fuel boiler scrappage support of €2,000 (effective immediately for eligible applicants).
- Enhanced support for businesses will also be available, and they will be able to save thousands in energy costs.
This funding will hopefully allow the Department to combat the challenges presented in reducing carbon emissions, improving energy efficiency, and facilitating the achievement of national goals.
